Is it supposed to be hot or cold?

The sun's out and it looks glorious and even though there's snow everywhere, it feels warm enough to wear one less layer and/or sans gloves and hat. Next day: The sun's out and it looks glorious but it's freezing cold and the wind comes up and around you blowing through your coat and knocking off your hat!
